On January 22, Beijing Energy International organized a scheduling meeting of Tongliao 2.38 million kilowatts wind power base project in Tongliao City, Inner Mongolia. Xuan Dongsheng, deputy mayor of Tongliao, Batu, director of Energy Bureau, Li Qingdong, deputy director of Municipal Government Office, and Shi Jiageng, director of Natural Resources Bureau of Horqin District; Zhu Jun, president of Beijing Energy International, and Fan Liyun, engineering director; PowerChina Jiangxi Electric Power Construction, SEPCOIII New Energy Company, Longma Holding Group, Dabao Construction Management (DBCM), Shanxi Lianneng Construction Engineering Management and other relevant leaders attended the meeting. 

At the meeting, all parties exchanged views on the progress of the project construction, the construction plan before the Spring Festival, the arrangement for resumption of work after the Spring Festival and the overall construction period of the project. The participating units carefully summarized the construction experience of Tongliao 2.38 million kilowatts wind power base project since it kicked off, deeply analyzed the current status and existing problems, and deployed the key tasks and the overall working idea in 2024.

After listening to the work reports, overall ideas and suggestions of the general contractor, the supervision unit and the 238 Project Department, Zhu Jun fully affirmed the phased achievements of the project construction, and put forward four requirements on project construction: first, all the participating units should fully understand the significance of the project, make clear the goal, follow high standards and strict requirements, and seriously take responsibility in building a high-quality demonstration project; second, review the boundary requirements, establish optimal construction timeline, track the key problems that restrict the progress, build overall plans, optimize the allocation of resources to connect to power grid as soon as possible; third, strengthen project management and process control, ensure safety production and payment of wages for migrant workers during festivals and holidays, strictly control the safety and quality of project construction, and ensure the safety and quality progress of the project; fourth, break the inertia thinking and strengthen communication and coordination. All participating units should reach a common understanding to gain greater results.

Xuan Dongsheng affirmed the necessity of the meeting held at the turning of year and welcomed all the participating units. He said that Tongliao Municipal Party Committee and Municipal Government attach great importance to the development and construction of new energy. In handling project procedures, government departments will, as always, offer strong support to the project, help enterprises solve practical difficulties and problems, effectively coordinate services to enable the smooth construction of the project. At present, the project construction has reached a critical period. It is hoped that all the participating units will cooperate with each other, adopt a “parallel” method to crack the bottlenecks, promote the construction with high quality according to the overall plan, strive to complete the tasks before the Spring Festival, accurately anchor in the objectives and tasks after the Spring Festival, seize the best construction window for hoisting wind turbines and erecting electrical circuits, and scientifically organize the construction to ensure on-grid power generation on schedule while putting safety first.
