On March 11, 2022, Jiang Fan, Party Secretary and Chairman of Beijing Energy Holding Co., Kan Xing, Deputy Secretary of Party Committee and President, Vice Presidents, Chen Guogao and Sui Xiaofeng and the heads of relevant departments of Beijing Energy Holding supervised Beijing Energy International. The management of Beijing Energy International and heads of relevant departments attended the meeting.
During the meeting, the supervisory team listened to the work report delivered by Zhang Ping, Secretary of the Party Committee and Chairman of the Board of Directors of Beijing Energy International, and the attendees had in-depth exchanges on the key tasks of Beijing Energy International, including its 14th Five-Year Plan, promotion of project investment and construction and safeguard measures for business indicators.
Since its reorganization in February 2020, Beijing Energy International has been focusing on high quality, high efficiency, reform and development, taking value creation as the foundation, establishing the concept of international marketization, strengthening top-level design, improving corporate governance system, actively safeguarding the rights and interests of all shareholders, setting the objectives of its 14th Five-Year Plan, making every effort to seize the development opportunities of the industry, rapidly expanding the scale of its main business, optimizing governance and organizational structure and professional manager mechanism, continuously enhancing development momentum and innovating financing channels. The total profit has continuously reached new heights, and the total controlled and confirmed installed capacity has reached 12 million kilowatts and starting a new journey of high-quality and rapid development.
Sui Xiaofeng pointed out that it was necessary to continuously focus on the main business, optimize the investment layout, pay attention to the average household profit, achieve high-quality and large-scale development, strengthen compliance management and risk management and control to support its development.
Chen Guogao spotlighted that various business indicators should be followed through and high-quality and rapid development momentum should be maintained; enterprise publicity as well as recognition of the company by market investors should be strengthened, financing channels should be innovated and funds for enterprise development should be secured; financial management and finance efficiency should be enhanced.
Kan Xing said that the unswerving determination and strong development momentum were encouraging, and the remarkable achievements proved its strong leadership and capability. He set out requirements for the next stage. Firstly, strengthen team building, build a pioneering team with international vision, enhance management, advance innovation with full vitality, carry forward the enterprise spirit and bolster the core competitiveness. Secondly, seize development opportunities, improve development goals, prioritize efficiency and benefit, be results-oriented, and maintain a high-quality, efficient and rapid development momentum. Thirdly, anchor to the international development strategy, benchmark with the world-class standards, optimize management and operation system, governance structure and incentive system, achieve cultural reshaping and process reengineering, stimulate vitality and continuously multiply the advantages of market-oriented system and mechanism. Fourthly, the relevant departments of Beijing Energy Holding should analyze and provide guidance and recommendations as well as necessary coordination and assistance to the company in support of its sustainable, healthy and rapid development.
Jiang Fan said that as the vanguard of market-oriented reform, Beijing Energy International had been pioneering in innovation over the past two years and had made remarkable achievements and breakthroughs with notable highlights. He put forward three specific requirements for its future development: Firstly, study and explore business innovation. Based on the investment and construction of traditional new energy such as photovoltaic and wind power, we should seize the opportunity of new changes in the energy industry, focus on the user side and the demand side, integrate digital development, cultivate and pool talent, accumulate technical strength, explore new modalities, innovate business models, cultivate new industries, and ensure the long-term development of enterprises with higher quality and vitality. Secondly, deepen the innovation of system and mechanism. Benchmark itself with world leading enterprises, expand the advantages of market-oriented system and mechanism, and maintain development momentum to build itself into a first-class international clean energy provider and green investor and operator as soon as possible. Thirdly, promote the innovation of party building based on the new reality. Upholding the leadership of the Party, closely focus on the central work such as production and operation, benefits improvement, etc., actively study and explore new ideas and methods of party building by means of informationization and digitalization, promote high-quality and rapid development of enterprises, and leverage the exemplary and leading role of Beijing Energy International in the mixed reform of SOEs.
