Strengthening Confidence, Seeking Progress Amid Stable Development, and Uniting for a New Start

    On December 21, Beijing Energy International held its 2025 Work Meeting in Beijing. The meeting was attended by Chairman of the Board Zhang Ping, Party Secretary Liu Guoxi, President Zhu Jun, and all senior management members, along with directors, department heads, and subsidiary leaders.

 



    The meeting reviewed the company’s development progress since its restructuring, conducted an in-depth analysis of current challenges and issues, and defined the key tasks and strategic direction for 2025. Participants, aligned with the company’s high-quality development goals and current circumstances, exchanged ideas, offered suggestions, and developed actionable plans.

 



    After listening to presentations on the work progress and strategies from various departments and subsidiaries, Zhang Ping commended the meeting’s results. He noted that within a few short years, the company has grown from a photovoltaic power generation enterprise with an operational installed capacity of less than 2 million kW and assets of only 25 billion yuan, to one with an operational installed capacity of 13.77 million kW and assets approaching 110 billion yuan. The company has established a strong reputation, garnered a group of capable, responsible, and contract-abiding partners, and achieved leapfrog development, creating a remarkable brand influence.

    2025 marks the final year of the “14th Five-Year Plan,” and accomplishing various tasks will be of great significance. The company needs to reflect on and address the challenges revealed by rapid development at this historic turning point in its strategic transformation. It must unify thinking, inspire determination, and, while striving to meet annual business development goals, recognize the challenges posed by market changes. A practical and effective strategic plan should be developed to ensure the swift and effective implementation of innovation and transformation initiatives.

Regarding the key work for 2025 and the “15th Five-Year Plan” period, Zhang Ping emphasized the following:

1. Move beyond past achievements, timely adjust the strategy from rapid growth to high-quality development. Use project profitability as a benchmark, focus on the “dual-circle, one-center and one-focus” development strategy, and fully promote the development of the “Transmitting Jilin’s Electricity to Beijing” and “Transmitting Inner Mongolia’s Electricity to Beijing” energy base projects, as well as offshore wind power. Continue to push for the development of wind, solar, hydropower, integrated energy, gas turbine, and other business segments. Further research development opportunities in green hydrogen and ensure the quality of project assets;

2. Focus on quality and efficiency, conduct a comprehensive review of existing assets and explore new profit potential from operational power stations. Implement strict cost control, manage engineering costs, and improve the effectiveness of underlying assets. Focus on improving regional rankings, monitor key indicators, and strengthen the production and operation of existing power stations;

3. Break traditional thinking, actively explore new business models and adopt a differentiated development path. Innovate and explore project development and operation models based on regional characteristics, and take the initiative in pursuing differentiation;

4. Strengthen compliance, firmly establish a compliance-oriented mindset, enhance compliance awareness, and continuously improve the legal and compliance system. Ensure that project compliance and investment returns are primary considerations during project development, while utilizing the functions of legal, audit, compliance, and supervisory departments to strictly prevent potential risks;

5. Innovate systems and mechanisms, optimize organizational structures to meet the needs of new development stages. Continuously adjust the organizational framework in line with the company’s overall strategy and adhere to the principle of selecting the right people: “The capable rise, the mediocre step aside, and the unfit are dismissed.” Continue to strengthen talent development;

6. Promote Party leadership, strengthen the promotion of corporate culture, ensuring the shared growth of the company and its employees. Maintain the leadership of the Party and advance the implementation of Party responsibilities. Improve the cultural environment and clarify the company’s vision and mission while strengthening the dissemination of corporate culture.

 



    Liu Guoxi stated that the meeting successfully focused on key issues and proposed effective solutions. He made three key points: First, closely align with BEH’s requirements to create a distinctive Party-building brand and solidify Party work. Second, strengthen self-discipline and awareness of ethical behavior, while adhering to the responsibility of Party discipline and supervision. Third, maintain confidence in the company’s mission, finding opportunities in difficulties, and making the company stronger under the Party’s leadership.



    Zhu Jun reviewed the historical development of the energy industry and analyzed future trends, clearly defining tasks and reaffirming the commitment to progress. He emphasized: First, conduct comprehensive post-evaluation of projects, review existing projects, and identify key areas to enhance their effectiveness. Second, focus on management improvement, systematically review systems and processes, identify problems, and propose solutions for management quality enhancement. Third, enhance compliance awareness and continuously improve the compliance system. Fourth, strengthen team development and focus on cultivating leadership skills. Fifth, adjust strategic direction, prioritizing profits, and optimizing incentive and assessment mechanisms to improve business performance.

    After the meeting, participants were encouraged to thoroughly grasp its essence, reflect on the key discussions, plan meticulously, and ensure effective task execution, fostering the company's sustained stability and long-term success.
